Are training tickets for plant and equipment mandatory?
Adequate training and/or licensing is a mandatory requirement for all workers operating plant and equipment in a workplace.
This is to ensure all parties of the work environment: PCBU, Officers and individual workers are carrying out their legal duty of care to ensure the workplace remains safe at all times and hazards and risks are minimised.
As stated in the WHS ACT 2011: Division 2: Primary duty of care: the provision of any information, training, instruction or supervision that is necessary to protect all persons from risks to their health and safety arising from work carried out as part of the conduct of the business or undertaking,
In summary: Employers MUST ensure all workers (employees and/or contractors) posses the correct competency or licence prior to commencement of works. Some plant and equipment require by law a "National Licence to perform High Risk Work" - eg: Forklift licence, EWP boom type over 11m, etc.
Employers MUST also ensure the worker is confident and current when carrying out work in a high risk work environment. To ensure the worker can demonstrate these abilities, employers can request the worker carry out a "Verification of competency - VOC".
